A city-specific execution manual for dental practices purchasing, installing,
or operating a cone beam CT system within the five boroughs. The guide follows
the project in the order the practice actually encounters it—from QMP engagement
and room planning through installation, acceptance testing, NYC registration,
approval hold, first-patient readiness, recurring QA, and inspection-ready records.
The New York City compliance model
New York City treats dental CBCT as a separate registration pathway.
Installation and QMP testing may occur before approval, but clinical patient
examinations do not begin until the NYC Department of Health and Mental Hygiene
has completed the applicable registration process and the practice has the
required approval or certificate.
The application depends on a permit-ready technical package prepared by a
properly qualified medical physicist, including the Quality Control Report,
Radiation Protection Report, and required Entrance Skin Exposure measurements.
The practice must then maintain written QA and radiation-safety programs,
operator records, a CBCT logbook, recurring QA, dose determinations, and
timely renewal.
