A state-specific execution manual for New York dental practices outside the
five boroughs that are purchasing, installing, or operating a cone beam CT
system. The guide follows the project in the order the practice actually
encounters it—from medical-physicist engagement and room planning through
installation, acceptance testing, registration, operator authorization,
first-patient readiness, recurring QA, and inspection control.
The New York State compliance model
Outside New York City, dental CBCT facilities are regulated through the
New York State Department of Health, Bureau of Environmental Radiation
Protection. Installation does not by itself authorize clinical use.
Before patient operation, the practice should have current registration,
completed commissioning and medical-physicist acceptance work, trained and
authorized operators, and an active written QA and radiation-safety program.
New equipment also creates a separate inspection workstream. The practice
must identify whether its dental facility is inspected by NYSDOH, a county,
or a CRESO and arrange the required new-equipment inspection. The medical
physicist’s acceptance-testing report and the state, county, or CRESO
inspection are related but distinct records.
